Meeting of 1st and 2nd Task Forces’ representatives within the NATO – Ukraine Partnership Network
A meeting on planning the activities of NATO – Ukraine Partnership Network took place in the premises of NATO Liaison Office, Ukraine. This measure was conducted with the assistance of James Greene, Larysa Pashyna, Yana Kohut, Mari Tomingas, Serhiy Dzherdzh, Oleksii Melnyk, Oleh Kokoshynskiy, Natalia Sviderska and others. Practical recommendations as for the activity of Task Forces within the Partnership Network and filling in a web-site with appropriate information were worked out.

Training “Euroatlantic policy of security and international cooperation” Szeged, Hungary
Training “Euroatlantic policy of security and international cooperation” on issues of civil and military relations was held with the assistance of Szeged Centre for Security Policy within the framework of existing project “Szeged process: from Europe to Europe” on 15 of March 2008, Hungary. Among the participants were representatives from Ukrainian NGOs, NATO – Ukraine Civic League in particular, serviceman, public officials, National Centre for Euroatlantic integration of Ukraine, representatives from high educational establishments. Seminar aimed at learning European and Euroatlantic experience of Hungary.

Public hearings “Effectiveness of state management in the system of national security support: problems and ways of solution”.
Public hearings on “Effectiveness of state management in the system of national security support: problems and ways of solution” were organized by “Centre for Military policy and security policy of Ukrainian Academy of Science” and tool place on 26 of March 2008. While leading through the measure, the following questions were under consideration: security sector management, reformation and development of state’s military organization, informational provision with the development of security sector.

Round table: “Is Ukrainian army ready for NATO membership?”
Round table: “Is Ukrainian army ready for NATO membership?” was held on the 21st of April 2008 with the assistance of “Democratic Initiatives” Fund at which the following questions were studied: cooperation of Ukrainian military forces with the Alliance, accordance of Ukrainian military forces to NATO standards, Ukraine’s price for NATO membership.

International conference “Bucharest summit and Black Sea dimension of European security”
International conference “Bucharest summit and Black Sea dimension of European security” took place on 22 of April 2008 at which challenges and possible threats to the Black Sea region, a question of Black Sea region security in the context of Ukraine and Georgia possible joining the NATO were discussed over. Questions on possible conflicts, state and perspectives of their adjustment in the context of Euroatlantic integration were under a great consideration. “Nomos” center, Institute of external policy by Diplomatic Academy of Ukraine, NATO – Ukraine Civic League came out as organizers of this event. More that 80 participants from Azerbaijan, Armenia, Georgia, Romania, Slovakia and US took place in leading through of this measure.

International conference “Protection of Democratic values and the abidance by human rights in the state security force activity”
International conference on “Protection of Democratic values and the abidance by human rights in the state security force activity” was organized on 23 of April 2008 with the assistance of Security service in Ukraine, National Institute on problems of international security, Geneva Centre of Democratic Control over the military forces where the Head of Ukraine – NATO Civic League made a report: “Security – as the factor of state consolidation”. Experts on issues of security, representatives of Security service in Ukraine and analytical canters took part in this measure.

Meeting of a working group on North – Baltic initiative for Ukraine (NB8)
24 of April 2008 – Meeting of a working group on North – Baltic initiative for Ukraine (NB8) was held in the premises of NATO Liaison Office, Ukraine. Representatives from Defence Ministries of Latvia, Lithuania, Estonia and Finland accountable for the public diplomacy and informative work took part in realizing of this event. Trends of cooperation within the NATO – Ukraine Partnership Network for Civil Society Expertise Development under the auspices of NATO – Ukraine Joint Working Group on issues of military reforms were discussed openly.

On 15 of May 2008 a working meeting of the constant consulting group on the questions of state security policy by the National Security and Defence Council of Ukraine in the sphere of NATO – Ukraine collaboration took place in the premises of National Security and Defence Council of Ukraine.
The activity trends of NATO – Ukraine Partnership Network that acts under the auspices of NATO – Ukraine Joint Working Group on issues of military reforms were discussed over.

“Intensive contacts with Ukraine: role of NATO – Ukraine JWG on issues of military reforms”
On 21–22 of May 2008 actions within the framework of Joint working group Ukraine – NATO on military reforms were held in the NATO headquarters in Brussels where Ukrainian delegation was presented by Stepan Havrysh, Volodymyr Horbulin – head of National Center on questions of Euroatlantic Integration of Ukraine, Serhiy Dzherdzh – head of NATO – Ukraine civic League and others. The results of NATO – Ukraine collaboration in the sphere of reforming security and defense sector in Ukraine as well as trends for future cooperation were analyzed while leading through the conference. Moreover the actual tasks of NATO – Ukraine Partnership Network’s functioning were talked over.

On 15 of May 2008 a working meeting of the constant consulting group on the questions of state security policy by the National Security and Defence Council of Ukraine in the sphere of NATO – Ukraine collaboration took place in the premises of National Security and Defence Council of Ukraine.
The head of NATO – Ukraine Civic League Serhiy Dzherdzh made a report upon the activity and current trend of NATO – Ukraine Partnership Network that acts under the auspices of NATO – Ukraine Joint Working Group on issues of military.

6th meting of a Ukraine – NATO Joint Working Group on question of military reforms
6th meting of a Ukraine – NATO Joint Working Group on question of military reforms was held on 26 of June 2008. A range of actual questions of NATO – Ukraine cooperation in the sphere of reforming domestic security sector were considered. The main attention was drawn at problems of improving the mechanisms of implementation of Ukraine’s national security strategy, reorganization of special and intelligence centers of Ukraine. The question of widening the abilities of JWG MR was touched upon. Participants of the meeting came to an arrangement regarding the particularization of Task Forces activity within the NATO – Ukraine Partnership Network for Civic Society Expertise Development.

Seminar upon “Information constituent of Ukrainian Euro Atlantic integration for the security sector”
Seminar initiated by Ukraine – NATO Civic League “Information constituent of Ukrainian Euro Atlantic integration for the security sector” was held in Odesa on 2nd of July 2008. Only representatives of regions security sector were invited to share part in this measure. Key problems concerning the ways of guarantying national security and improving state policy in the sphere of informational support of Ukraine’s Euroatlantic integration were talked over. Discussion regarding the pros and cons of NATO membership was touched upon. The head of NATO – Ukraine Civic League Serhiy Dzherdzh, officials from Ukrainian National Academy of Defence as well as from National Center on issues of Euroatlantic integration of Ukraine took part in this event.

“Society and Army is foundation of mutual trust for strengthening of civil society”
27 of July 2008 – 2 of Augusts 2008, 17 of August 2008 – 23 of Augusts 2008, 28 of August 2008 – 3 of September 2008 – 3 groups of Ukrainian participants visited Poland within the framework of Ukrainian-Poland Project „Society and Army is foundation of mutual trust for strengthening of civil society”. The Institute of Strategic Sciences (Poland) jointly with the NATO-Ukraine Civic League realized a project „Society and Army is foundation of mutual trust for strengthening of civil society”, the purpose of which was to study the experience of Poland in the development of relations between NGOs and states structures in security sector’s reforming.

18 Economic Forum, Poland
18th Economic Forum that was held in Poland gathered 28 experts and officials from Ukraine. Participants of Economic Forum conducted a set of sectional discussions upon key issues of Ukraine’s future. More that five hundred of leading experts, officials and politicians took part in the discussions of Ukraine’s Euroatlantic integration and reforms connected with this process. A wide range of different questions were talked over at six experts sectional meetings, namely transformation of approaches at governmental structures, transformations in sphere of national Defence and Security, more consummate external policy, energy security and Euroatlantic future of defensive complex of Ukraine. Discussions at the Economic Forum in Poland were organized within the framework of Partnership networks on development of expert approaches towards the problem of civic society. This initiative was established in 2006 under the auspices of NATO – Ukraine JWG aimed at strengthening the role of civic society in terms of defense and security by holding up discussions, creation networks and experience exchange.

Seminar: “Through NATO – towards the Europe. Guaranties of national security and prosperity of Ukraine” took place on 16 of September 2008 in Sevastopol and was held by NGO “Democratic action” with the assistance of the Ministry for Foreign Affairs of Ukraine for military serviceman of Ukraine. Representatives from Ministry of Foreign Affairs of Ukraine, namely Kateryna Bila, Volodymyr Koryak - National Academy of Defence took part in leading through this event.

Seminar: “Informational constituent of Euroatlantic integration in Ukraine” was organized by Ukraine – NATO Civic League with the assistance of Slovak Embassy in Ukraine and NATO Information and Documentation Center in Ukraine on 17 of September 2008 in Simferopol. More that 210 officers of Security Service of Ukraine by Crimean administration participated at this seminar.

On 18 of September 2008 the NATO-Ukraine Civic League with the support of Slovak Embassy in Ukraine conducted a seminar: „Informative constituent of Ukrainian Euroatlantic integration” for main administration SSU in Sevastopol. In this measure over 100 officers took part in the security of Ukraine. Representatives from Ministry of Foreign Affairs of Ukraine, the NATO-Ukraine Civic League made a speech during the seminar.

On 19 of September 2008 round table: “Dialogue contribution between the representatives of security sector and local community” took place within the framework of Ukraine – NATO partnership network. This round table was held by NGO “Democratic Action’ with the assistance of Ministry of Foreign Affairs of Ukraine and Slovak Embassy in Ukraine and aimed at contribution of dialogue between the representatives of security sector and local community. Representatives from Ministry of Foreign Affairs of Ukraine, the NATO-Ukraine Civic League and National Academy of Defence of Ukraine made a speech during the round table.

International conference: “Security in South – Eastern Europe as European and global safety”
On 23 of September 2008 international conference: “Security in South – Eastern Europe as European and global safety” was held by NGO “Democratic Action’ with the assistance of Ministry of Foreign Affairs of Ukraine with the participation of Daniel Duxon - Secretary of State of Defence ministry in Slovak Republic. The following topics were discussed during the conference, those are: modern aspects of European and global security; Euroatlantic experience of countries that are located in south-eastern Europe; Defensive policy of Ukraine. Strengthening of security policy in Ukraine; NATO membership as civilization choice; role of NGOs in the development of Euroatlantic integration policy; trends of strengthening the national security of Ukraine; The leading Ukrainian experts as well as foreign ones from Informational Centers in Georgia and Moldova took their share in the conference.

On 14 of October 2008 “Nomos” Centre took part in leading through the project: “Army and society – grounds of mutual credence for the civil society consolidation” that was organized by the Institute for Strategic Studies, Krakow, Poland and the Ministry of Foreign Affairs in Poland within the framework of Poland foreign assistance program during 2008. According to the results such informative meetings were held with representatives of NGOs (14 of October 2008), employees from department of inner policy (28 of October 2008) in Sevastopol.

On 21 of October 2008 NATO’s Day “Political, economic and security preferences of Euro Atlantic integration in Ukraine: regional dimension” was organized with the assistance of NATO – Ukraine Civic League and NGO “Ukrainian Affair” in Lviv. Urban Rusnak - ambassador extraordinary of Slovak Republic in Ukraine and Beata Bulava – Jagello 2000 from Czech Republic took part in this measure.

Razumkov center’s independent view in NATO headquarters
28 of October 2008 center of economic and political researches Razumkov introduced an independent view regarding Ukrainian security policy in NATO headquarters, Brussels, mainly they presented a document “Towards more relevant and coordinative security policy” that was worked out by Razumkov center jointly with leading Ukrainian and foreign experts within the framework of NATO – Ukraine Partnership Network for Civic Society Expertise Development.

Meeting of the VI Task Force
17-18 of November 2008 a meeting of the VI Task Force representatives regarding question of defence industry within NATO – Ukraine Partnership Network for Civic Society Expertise Development took place in Kyiv jointly with delegates from military sector. Meeting was organized by NATO – Ukraine Civic League, NGO “Democratic action’, State Committee of radio and television broadcasting in Ukraine, NATO Liaison Office in Ukraine. The leading non-governmental organization within the activity of this Task Force was defined Centre for Army Studies, Conversions and Disarmaments.

Forum “Army and society”
On 26 of November 2008 Forum “Army and society” for representatives of civic organizations supporting Euro Atlantic integration in Ukraine was organized by NGO “Democratic action” with assistance of State Committee of radio and television broadcasting in Ukraine. Researchers, experts on security issues, state officials, delegates from Ukrainian NGOs and political parties appeared with public addresses while leading through the Forum that in its term contributed greatly to elucidation of NATO – Ukraine cooperation theme. The following questions were under great consideration during the Forum: role of civic society and political parties in social and economic policy realization on the way of Euroatlantic integration; internal and external mechanisms of NATO – Ukraine cooperation; Euroatlantic integration of Ukraine and states national security: tasks and problems; Security as the factor of states consolidation.

4 of December 2008 round table “Armed forces of Ukraine – the guarantee of national security of Ukraine” was held in Vinnytsia with the participation of air forces delegates by military Forces of Ukraine. This measure was realized with the assistance of Vinnytsia association of veterans in Ukraine.

Meeting of the IV and V Task Forces
On 9 of December 2008 meeting of IV and V Task Forces within the activity of Ukraine – NATO Membership Network took place in the premises of Verhovna Rada of Ukraine. This measure was organized by NATO Liaison Office Ukraine – NATO Civic League with the assistance of NATO – Ukraine Civic League. While leading through the meeting the head of NATO – Ukraine Civic League Serhiy Dzherdzh made an accent on the necessity of civic organization’s activation in an independent monitoring of Euroatlantic reforms in Ukraine. After the plenary session the work was continued at five working groups on the following themes: internal reforms, economic issues, external policy, defence and security, public information.

Seminar for Ukrainian Marines
On the 10th of December a seminar for Ukrainian Marines was organized by NATO – Ukraine Civic League with the assistance of NATO Information and Documentation Centre in Ukraine. This informatively-elucidative seminar took place during the camp collection of new rotation of national contingent of peacekeeper’s battalion in Kosovo. This Event aimed at discussion of NATO – Ukraine trends of cooperation was realized in a settlement mountain on the base of the Separate Brigade of Coastguard Ukrainian Navy. Ukrainian infantryman preparing for the mission on Balkans received meaningful answers on a range of different questions concerning the political, economic and security advantages of NATO – membership and Euroatlantic integration of Ukraine.

Meeting of Ukraine – NATO Joint Working Group of high level concerning questions of military reforms, Brussels (Belgium)
17 of December 2008 meeting of Ukraine – NATO Joint Working Group of high level concerning questions of military reforms took place in Brussels (Belgium). A great variety of actual questions concerning the realization of action plans membership were talked over during the meeting. Namely it touched upon the question of building up defensive institutions with the aim of providing the integrity and prevention from corruption in defensive structures in Ukraine. The participants of the meeting agreed on detailing the Task Forces activity within the NATO – Ukraine Partnership Network for Civic Society Expertise Development.
