6 NATO – Ukraine Civic League Assembly 
“Development of security for society in international context:
current perception, state and prospects”

The 6 NATO – Ukraine Civic League Assembly headlined: “Development of security for society in international context: current perception, state and prospects” gathered on 16th of June public representatives from more than 20 regions of Ukraine in the hotel “President”. Experts and analysts, the activity of which is concentrated on realization of Euro Atlantic course of Ukraine, discussed a great number of actual problems concerning the Ukraine – NATO cooperation and shared their experience of holding an active civic activity in this direction. State authority’s representatives visited the Assembly: Volodymyr Ohryzko – First deputy secretary of the National Security and Defence Council, Mykhailo Osnach – NATO Department, Ukrainian Ministry for Foreign Affairs.  The head of NATO center of information and documentation in Ukraine Michel Duray, Extraordinary and Plenipotentiary Ambassador of Norwegian Kingdom in Ukraine Mr. Olav Berstad, Counsellor and Deputy Head of Mission of Slovak Embassy in Ukraine Katarina Kovacheva were also among the honorable guests.

The project of National information strategy concerning the Euro Atlantic issues of Ukraine calls for consolidation the efforts of civic organizations and state authorities for civil society expertise development at defence and Euro Atlantic integration sphere and was presented within holding the 6 NATO – Ukraine Civic League Assembly. NATO – Ukraine Civic League’s members made a number of motions for the Strategy development.

Members of 6 NATO – Ukraine Civic League Assembly joined the discussion on Ukraine’s national security questions of urgent importance, further prospects of NATO and EU enlargement to the East in particular. While leading through the panel the head of NATO center of information and documentation in Ukraine Michel Duray assured of further supporting the Euro Atlantic intentions of Ukraine as Ukrainian society without any doubt shares joint values with the Alliance. Extraordinary and Plenipotentiary Ambassador of Norwegian Kingdom in Ukraine Mr. Olav Berstad added that nowadays there is a situation in the world when states of a more influence while making arrangements between themselves decide the destiny of other states of a lesser standing, so Norway will speak in support for security extension in European space.

Delegates from civic organizations turned their attention to the intensification of energy and financial security factor in international relations.

The head of “Democratic Initiatives” Fund Ilko Kucheriv and a well – known journalist Vahtang Kipiani presented their new project that opens new perspectives of public and information work by using newest communication technologies such as internet, information and analytical resources that will interest the public in problems of security and Euro Atlantic integration.

As for the grand total of 6 NATO – Ukraine Civic League Assembly was the creation of working group for Strategy preparation on informing the society and admission of new civic organizations to the NATO – Ukraine Civic League.

9, 10, 11 of June 2009 NATO – Ukraine Civic League with the assistance of NATO information and documentation centre in Ukraine conducted seminars headlined :“Information constituent of Euro Atlantic integration in Ukraine” for the central board of administration of security service in Mykolaiv, Odesa and Kherson. Key problems concerning the ways of supporting national security and state policy improvement in the sphere of Euro Atlantic integration of Ukraine were discussed during the meetings. Advantages and disadvantages of gaining NATO membership were also talked over while leading through the seminars. The head of NATO information and documentation centre in Ukraine Michel Duray, the head of NATO – Ukraine Civic League Serhiy Dzerdzh, Councellor of Embassy of Slovak Republic to Ukraine Jan Kachmar, government institution’s representatives: Oleh Kokoshynskiy, Vadym Hrechaninov, Volodymyr Korjak and others took part in the work of these seminars.

Short analysis of Russian Federation National Strategy by 2020

National strategy of Russian Federation by 2020 is a national document, approved by the president on 12 of Mai, 2009. The document covers all the constituents of Russian society and can be an instance for Ukraine and its authority concerning the way how we should plan the protection of our states national interests.

In Strategy it is underlined that Russia turns to a new state policy in the sphere of national security. The stress is been laid on the principal course of guaranteeing national security – strategic national priorities. Consensus in this case especially with neighboring countries does not necessarily need.

The main task of Strategy is to form and support internal and external conditions favorable for realization of strategic national priorities.

It is quite positive that in Strategy General Regulations there is a list of basic concepts in the sphere of national security, those are: “national security”, “national interests”, “menace to national security”, “system of guaranteeing national security”. These definitions require critical opinions from the side of neighboring states.

In the Strategy long – term perspective there is a range of different problems at which Russia is planning to pay a great attention to, those are: resources on the Near East, in the Arctic Regions, in the Caspian Sea and in Central Asia. Russia will intensify cooperation in such versatile directions as “the Group of eight”, “the Group of twenty”, “RIC” (Russia, India, China) and “BRIC” (Brazil, Russia, India, China).

The widening of relations with CIS countries within the Collaboration is a priority line of Russian external policy. Russia “speaks in support for the thorough strengthening of interaction mechanism with EU including the gradual formation of common space in the sphere of economy, internal and external security, education, science and culture”.

The NATO – Russia cooperation is detached in a separate target. Prohibition of NATO war infrastructure advancement to its borders is the primary factor in Russian intercourse with the Alliance.

Concerning the relations with the USA it is said that Russia intends to build up equitable and valuable strategic partnership with the USA on the basis of mutual interests and understanding while keeping in mind the influence of their relations on international situation in general. Hereby, Russia, as during the years of cold war tries its best to renew a full value status of Great Power.

The Strategy denotes that the state of Russian national security “depends on the states economic potential and the effective functioning of its national security system”.
