for Civil Society Expertise Development Roundtable on:
“2009 ANNUAL NATIONAL PROGRAMME OF UKRAINE: LESSONS LEARNED
AND RECOMMENDATIONS FOR WAY FORWARD”

On 23 of October, 2009 Roundtable on: “2009 Annual National Program of Ukraine: lessons learned and recommendation for way forward” was held by the Institute of Euroatlantic Cooperation jointly with NATO Liaison Office in Kiev within the activity of NATO-Ukraine Partnership Network for Civil Society Expertise Development. The Roundtable was supposed to bring together: senior Ukrainian decision-makers in the field of Euro-Atlantic integration; representatives of NATO and the Allies; key representatives of Ukraine’s executive branch directly involved in ANP development and implementation; and non-governmental experts, namely from the NATO – Ukraine Civic League. Among the distinguished speakers to address the issues and help set the tone for roundtable discussion were: H.E. Mr. Borys Tarasyuk, Chairman of the Committee for European Integration, Verkhovna Rada of Ukraine; Mr. Robert Simmons, NATO Deputy Assistant Secretary General for Political Affairs and Security Policy; Mr. Serhiy Dzherdzh – head of NATO – Ukraine Civic League; Ms. Nataliya Sad, Project Manager of the Institute for Euro-Atlantic Cooperation. “Annual National Programme – is a key for Ukraine to join NATO community” – such conviction was expressed by Mr. Robert Simmons, NATO Deputy Assistant Secretary General for Political Affairs and Security Policy while opening the work of this measure.  The head of NATO Liaison Office Mr. Marcin Koziel noted that: “Annual National Program – is not just mere paper but an instrument with the help of which Ukraine is preparing for NATO - membership”. Mr. Serhiy Dzherdzh – head of NATO – Ukraine Civic League laid the stress on a new quality of Ukraine’s NATO – membership preparation.

“ECONOMIC SECURITY: CAN CIVIL SOCIETY MAKE A DIFFERENCE?”

28 October 2009 in the premises of NLO Conference Room round table on: “ECONOMIC SECURITY: CAN CIVIL SOCIETY MAKE A DIFFERENCE?” took place in Kyiv within the activity of NATO-Ukraine Partnership Network for Civil Society Expertise Development. Mr. Gerard Malet from Defence and Security Economics Directorate, NATO International Staff together with Mr. Marcin Koziel - Head of the NATO Liaison Office made a speech when opening the round table. Economic security, while never a core issue of North Atlantic policy, is as old as the Alliance itself. Article 2 of the North Atlantic Treaty calls on the signatories to avoid international economic conflicts and coordinate their policies. And today economic security, though not at the top of NATO’s agenda, remains of critical importance for Allied countries. That roundtable aimed at presentation of NATO perspective on economic security; discussion of current trends in the world’s economic security, inter alia in the economic security of Ukraine; definition of the role of civil society in enhancing economic security of a country; and identification of possible projects in the area of economic security to be launched by the Partnership Network Task Force on Economic Security. Among the participants were representatives of Defence and Security Economics Directorate of the NATO International Staff, economic experts of Allied Embassies in Kyiv, representatives of Allied NGOs (TBC), representatives of Ukrainian NGOs, and representatives of Ukrainian government who participated in the work of roundtable.

“Civil Society Involvement in Security Sector Reform: Lessons–Learned and Recommendations for a Way Forward”
KRAKOW, Poland, 29-30 of OCTOBER 2009

Planning conference regarding:“Civil Society Involvement in Security Sector Reform: Lessons–Learned and Recommendations for a Way Forward” gathered on 29 – 30 of October 2009 representatives from state structures and public from Ukraine as well as from Poland in Krakow, Poland.
Experts and analysts, the activity of which is concentrated on realization of Euro Atlantic course of Ukraine, discussed a great number of actual problems concerning Ukraine – NATO cooperation and shared their experience in holding an active civic activity in this direction.
Mr. Marcin Koziel - Head of the NATO Liaison Office, Mr. Serhiy Dzherdzh – head of NATO – Ukraine Civic League, Mr. Philipp Fluri, Deputy Director, Geneva Centre for the Democratic Control of Armed Forces made a speech when opening the work of planning conference. The work of this conference on:“Civil Society Involvement in Security Sector Reform: Lessons–Learned and Recommendations for a Way Forward” was organized on the base of four sessions that in their term highlitened the activities of all Task Forces within the framework of NATO-Ukraine Partnership Network for Civil Society Expertise Development.
Namely the following themes were under great consideration while leading through the planning conference: Establishment of new Task Forces within Partnership Network Initiative and presentation of potential projects; presentation and discussion of the Programme Plan for NATO-Ukraine Partnership Network for Civil Society Expertise Development; Allied and Partners’ experience in civil society involvement in democratic oversight of security sector reform.
Mr. Mykola Sungurovskyi, Director of Military Programmes, Razumkov Center; Mr. Mykhailo Honchar, Director of Energy Programmes, NOMOS Centre, Mr. Oleksandr Sushko, Director, Institute for Euro-Atlantic Cooperation as well as speakers from Geneva Centre for the Democratic Control of Armed Forces and others took an active part in the work of this measure.
